This was late '60s/early '70s, mass paperback.

AFAICR, there was a sort of typical pot-boiling politics going on atop this
world, but the snake around the stem was a player somehow, telepathically
or something.

Haven't a clue, except it sounds rather as if somebody was
adapting Norse cosmology, wherein the World Ash Tree is encircled
by a dragon.

"Yggdrasil, where nine worlds clash,
Is a noble piece of ash
That shelters Norns and gods and all that crew;
There's a dragon gnaws the base
Of an eagle's resting place,
And three goats, a hart, and squirrel complete the zoo."
