014 Alliance of Equals (Liaden Universe®) by Sharon Lee

This novel sized Liaden story chunk focuses mainly on Korval's
trading flagship "Dutiful Passage" headed by master trader Shan,
though it is really his daughter Padi's story. Padi is another
victim of clan Korval's "Plan B", which spirited away the clan's
children for safe keeping while the adults fought an unexpected
war with The Department of The Interior and took over the planet
Surebleak. While the children were under the care of "grandfather"
Lukem, a steady hand and the nicest of the clan (Watson to a family of
Holmeses) they were expected to do their part and being on a constant
war footing took its toll. Focused 100% on being co-pilot in a
half expected evacuation, Padi has supressed her burgeoning physic
powers as a distraction, but they *will* out, and now it is affecting
her progress as an apprentice trader. Of course it doesn't help that
Korval is now widely (if not universally) regarded as a rogue clan
making old trading partners wary, and that the DOI is still out there
and getting more brutal if not more smart. Along the way, we also get
fairly satisfying, though unfinished (this is Liaden..) storylines
about what happened *after* Theo casually birthed an armed AI and left
the scene and what happened after The Uncle gathered up what was left
of Daav..

As always, a story of engaging characters for whom you want things
to work out.

BTW, I'm not sure to what the title refers.
