Not only were the people named not innocents, the reasons why they
were rebuked were listed.

Is there a publicly available explanation/description of the "actions of
the Hugo Administration Committee of the Chengdu Worldcon that he
presided over", which Dave McCarty, Chen Shi, and Ben Yalow were
censured for?

Yes.

Here is as good a start as any:

All three were involved in the Hugo process. What went wrong is unclear
but the full stats cannot be reconciled with reality. Since the trio
produced that farago of nonsense, they bear the consequence.

It looks like my question may not have been clear. I have seen a variety

Ah. Not that I have seen.
Well, the announcement said "There may be other actions taken or to be
taken that are not in this announcement", so perhaps there is more to come.

Nothing specific so far about the actions of the Hugo committee as
such. McCarty, along with Standlee, were specifically taken action
against for their statements that could be interpreted that the
trademark of "Worldcon" was not being enforced or possibly could not
be enforced.

I am familiar with Kevin Standlee's comments like
https://bsky.app/profile/kevinstandlee.bsky.social/post/3kjlvaqxi4b2w
and
https://bsky.app/profile/kevinstandlee.bsky.social/post/3kjj3d22a3n2q
which were apparently the "public comments that mistakenly led people to
believe that we are not servicing our marks" mentioned by WIP.

On the other hand, Dave McCarty's censure was for "his public comments
that have led to harm of the goodwill and value of our marks" as well as
for "actions of the Hugo Administration Committee of the Chengdu
Worldcon that he presided over." "[C]omments that have led to harm of
the goodwill and value of our marks" are presumably different from the
"not servicing our marks" comments made by Kevin Standlee.
