City of Whispering Stone (Mongo, volume 2) by George C. Chesbro

A simple missing-person case proves a small part of the struggle over
Iran's future. Will the Shah prevail or will democracy triumph?

This is the non-SFF entry in a series otherwise filled with
stuff like telepathy, sorcery, and people being turned into messianic
lizards.

Readers might wonder if the Ayatollahs were on Mongo and by extension,
Chesbro's radar. Nope. It's weird how people can be completely blind
to an impending theocratic dictatorship only weeks or months away from
manifesting.
