Kind of seems like the sort of thing they should have thought about
before now...
They did. The original plan involved 3 docked Progress capsules to make
coordinated burns, along with the thrusters aboard the ISS itself.

Russia isn't that cooperative anymore.

Its non-trivial, since the goal is to get it to enter with as short
a debris trail as possible, near Point Nemo in the South Pacific.
Getting enough delta-v to do so quickly enough is complex.

It would be nice if SpaceX could take the ISS to a higher orbit and save

The only possible use for it would be as a source of raw materials
for in-orbit manufacturing. The ISS is wearing out.
